RG3, Redskins closing in on Giants with 17-16 win

(AP) ? Robert Griffin III went down, the ball popped out, and the Washington Redskins scored a touchdown.

Look out, New York Giants and the rest of the NFC East. If Griffin keeps getting these kinds of breaks, it'll be hard to keep him out of the title hunt for years to come.

As it is, RG3 has the Redskins within a game of first place after leading a fourth-quarter rally in a 17-16 Monday night victory over the Giants.

Washington has a three-game winning streak in which it has dispatched each of its division rivals ? Philadelphia, Dallas and now New York ? one by one.

"We know that our backs are against the wall," Griffin said. "And even though we won tonight, our backs are still against the wall."

But it'll be hard to count them out whenever he's on the field. It was his sixth game with a 100-plus passer rating, his eighth without an interception ? and his second in which one of his fumbles turned into a Redskins score.

On the way to the turf after a 12-yard run, Griffin was stripped by Stevie Brown ? but the ball flew right to teammate Joshua Morgan 3 yards upfield. Morgan then ran 13 yards for a first-quarter touchdown no one would ever diagram on a whiteboard.

"We didn't run it in practice because we wanted to save it for the game," Griffin said with a grin. "I knew he was going to be there for it. ... Joshua did a good job being in the spot where he was supposed to be."

By Griffin's reckoning, the Redskins (6-6) are also where they're supposed to be after they appeared out of the running at 3-6 a month ago. One of Griffin's goals this season was to win more games than last season's 5-11 team.

"You can put a check by that one, but there's a lot more goals that this team is stretching for and striving for," Griffin said.

A division title, for instance. With the Giants (7-5) losing three of four and the Cowboys (6-6) also at .500, the NFC East is up for grabs.

"They've got a great opportunity to win the division," Giants defensive lineman Justin Tuck said, "just like we do. ... We let one slip away tonight, but if we handle business, we'll still win this division."

Griffin also broke another record, running for 72 yards to get to 714 for the season, passing Cam Newton for most by a rookie quarterback.

Griffin completed 13 of 21 passes for 163 yards and a go-ahead, 8-yard touchdown to Pierre Garcon in the fourth quarter. He finished with a 101.9 QB rating.

Washington also ended a 10-game home losing streak in Monday night games, another sign that Griffin has a knack for winning on a big stage.

"If he stays healthy, he's going to be a havoc on defenses for a long time," Tuck said.

Garcon finished with eight receptions for 106 yards, showing no signs of the painful toe injury that forced him to miss six of the season's first nine games.

Alfred Morris ran for 124 yards, reaching 1,106 for the season to break Reggie Brooks' franchise rookie rushing record of 1,063, set in 1993.

Eli Manning completed 20 of 33 passes for 280 yards and a touchdown for the Giants, who had won 26 in a row on the road when holding a halftime lead.

They were ahead 13-10 at the break Monday against the Redskins, but they failed to finish the job for the first time since blowing a 21-0 halftime lead in a 24-21 loss to Tennessee in 2006.

Ahmad Bradshaw ran for 103 yards on 24 carries for New York. Victor Cruz, who caught the game-winning score when the teams met in the Meadowlands in October, had five catches for 104 yards for the Giants.

The Giants moved the ball well all game, but the drives produced three field goals by Lawrence Tynes and only one touchdown ? Manning's 4-yard pass to Martellus Bennett late in the first half.

There was also some mayhem after another Redskins fumble, this one by Morris in the third quarter. New York defensive tackle Linval Joseph yanked at Redskins center Will Montgomery's leg while players were fighting for the ball in a pile. Montgomery kicked at Joseph in response, and Joseph stomped at Montgomery. Joseph and a Redskins player were whistled for offsetting unnecessary roughness penalties.

"I was just trying to get my leg loose," Montgomery said. "And he ended up kicking me or stomping me or whatever he did."

Joseph said he acted because he saw Montgomery dive into a Giants player, and that he was kicked by Montgomery in the groin. He said he went to stomp on Montgomery but stopped himself.

"It took me everything not to kick him back because I didn't want hurt the team, and I didn't want to get fined and none of that," Joseph said. "I started, then I stopped."

Notes: Redskins coach Mike Shanahan got his 171st win (regular and postseason), tying him with Redskins' Hall of Fame coach Joe Gibbs for 12th all time. ... New York S Tyler Sash left the game with a hamstring injury, and RT Sean Locklear was carted off in the fourth quarter with a knee injury. ... The Giants were uncharacteristically penalty-prone, getting flagged nine times for 73 yards. ... The Redskins have won three division games in three weeks for the first time since 2005.

Residents of Paulsboro were ordered to stay inside and schools were closed Monday, Dec. 3, 2012, after unsafe levels of the chemical vinyl chloride were found in the air near where the train derailed last week. (AP Photo/Mel Evans, File)

(AP) ? A New Jersey bridge where a train derailed last week, releasing a hazardous chemical into the air, had a series of rail alignment problems leading up to the derailment, the National Transportation Safety Board's top official said Monday.

Some of the problems were reported the day before Friday's derailment.

NTSB chairman Deborah Hersman said her agency has a lot more work to do before determining the cause of the accident. "Nothing has been ruled out," Hersman said.

And one important part of the investigation ? a thorough inspection of the bridge and the derailed cars ? must wait until crews can remove all the hazardous vinyl chloride from the area.

That work, too, paused Monday when vinyl chloride detection in the air nearby twice reached an unsafe level of more than one part per million. Residents were told at 6 a.m. and again at 6 p.m. to shelter in place, an order that effectively shut down the town and forced a halt to cleanup work at the spill site.

The earlier warning, which lasted five hours, led to school being canceled and businesses being closed.

The NTSB has been interviewing witnesses and investigating records, including details of a 2009 derailment of a coal train on the bridge, which is blamed on a misalignment of tracks. Hersman also said the agency is looking into the 23 "trouble tickets" about problems with the bridge over the past year. Hersman said nine of the reported problems came between Oct. 27 and Nov. 29.

She said some of the problems were minor, such as debris on the bridge and burned-out lights. But she said two involved problems with the signals or alignment.

The bridge, across the Delaware River from Philadelphia International Airport, swings out to the side to make way for recreational boaters in Mantua Creek below. Hersman said that the default position from March through November is to be open to boats. To be able to cross the bridge, train operators are to punch in a radio code that's supposed to make it close.

She said that at 3:15 a.m. Thursday, a crew found that rails on the single-track bridge were about four inches out of alignment. She said it was only after several tries that the radio code finally worked so that the bridge's four sliding locking mechanisms were was fully in place and the signal turned green, allowing them to cross.

Hersman said Conrail officials spent about two hours that day working on the bridge.

After they left, she said, four trains crossed without problems.

The last one went over around 11:15 p.m. Hersman said there was no problem getting over the bridge, but the train crew received an automated voice message from the bridge a few minutes after crossing: "Bridge failed to operate," the voice said. She said that could mean that the bridge did not fully reopen after the train passed.

The next train to approach was the one that derailed.

Hersman said crew followed its proper protocol upon seeing a red signal, though she did not say whether that protocol should be changed. The engineer tried the radio code several times and the conductor looked at the bridge to see that it looked passable.

Only after that, she said, the engineer called a dispatcher and asked for and received permission to cross despite the red light.

The two locomotives and six cars crossed safely, but the next seven cars derailed.

NTSB spokesman Terry Williams said the agency is looking into whether the dispatcher who gave permission to cross was following railroad rules correctly.

Bob Comer, an Ohio-based investigator of train accidents and frequent critic of the U.S. railroad industry, said there were several problems with the way things played out in Paulsboro.

"The engineer and conductor are not qualified to determine whether the bridge is safe," he said "The fact that some dispatcher told them to cross, that is outright negligence."

A spokesman for Conrail, which owns and operates the train track, did not immediately return a call on Monday.

Senate Bill 863 could save employers millions in workers' comp ...

Employers Hopeful for California Workers? Comp Reform

By Don Jergler | December 3, 2012

Editor?s Note: This is the third in a series of articles to look at California?s workers? compensation reform law in detail and what must be done to implement that law by Jan. 1, 2013.

Looking forward employers seem to have weathered the latest round of workers? compensation reforms well ? although the clich? ?the devil is in the details? is apropos enough to be tossed out.

Like the seven-year itch, the system requires massive, sometimes painful, reform every so often. The last reforms in 2003 and 2004 were ushered in by Gov. Arnold Schwarzenegger?s administration. This time it was Gov. Jerry Brown who issued a mandate to Department of Industrial Relations Director Christine Baker to get a deal done in negotiations that were limited to labor and a group of large, self-insured employers.

The result was Senate Bill 863, and many employers expressed optimism that the new law can save them on their workers? comp premiums and that regulations needed to give the law teeth can be hammered out by the Jan. 1 deadline.

In the last few weeks seven regulations have been made public, though they are far from being approved, and some of those regulations are nearly as complex as the massive workers? comp reform legislation itself, which at one point was more than 150 pages long.

Sean McNally, one of the employers who sat in on negotiations and helped hammer out a deal that was approved just as the year?s legislative session was ending, was obviously bullish on what the new law promises.

In fact, he believes the new law ?could just be a real game changer,? and said that if it works the way it?s designed, ?I think could be just a paradigm change, really.?

McNally, vice president of corporate and government affairs for Grimmway Farms in Bakersfield, was also involved in the Schwarzenegger negotiations. Grimmway, a large agricultural producer with about 4,400 workers in California, saw significant savings following the passage of Schwarzenegger-backed Senate Bill 899 in 2004.

Not long afterward, however, those savings began to erode, McNally said.

?I?d say we had a 50 percent reduction in cost after 899,? said McNally, who noted the self-insured company manages its workers? comp cases ?aggressively and proactively.?

Despite taking a tough stance on workers? comp cases as a company policy, costs began to escalate for firms like Grimmway as reform savings were eroded by judicial decisions, changes to the system and escalating medical costs, he said.

?I think that we lost probably almost half of the savings of what we accomplished with 899,? McNally said.

McNally declined to give actual costs, but offered a hypothetical comparison of Grimmway?s workers? comp costs that he said were to scale. Hypothetically Grimmway?s workers? comp costs following the Schwarzenegger reforms went from $10 million down to $5 million, he said. Then they slowly began to grow, reaching from $7.5 million to $8 million this year, he said.

?I?m hoping we get back to $6.5 million,? he said.

Peru asks UN court to set sea border with Chile

THE HAGUE, Netherlands (AP) ? The Peruvian government asked the United Nations' highest court Monday to set a maritime border between Peru and Chile, in a case that could greatly expand the amount of rich seas under Peru's control off the two Andean neighbors' Pacific coasts.

Peru launched the case at the International Court of Justice in 2008, arguing that there has never been a maritime boundary established and that two agreements Chile claims set the border are non-binding and merely denoted some fishing zones. Chile insists the border was clearly set in treaties signed in 1952 and 1954.

Chile and Peru are among the world's top producers of fishmeal, and the waters off their coasts are an important source of income for both countries. If Peru wins, it could gain control over more than 60,000 square kilometers (23,166 square miles) of ocean that Chile has controlled for the last 60 years.

Peru is presenting its arguments Monday and Tuesday. Chile will respond Thursday and Friday.

Peru lawyer Alain Pellet told the court there is "a flagrant lack of any maritime delimitation" between the two countries and that Chile's proposed border "radically cuts off Peru's access to the high seas."

Pellet said Peru wants the 16-judge court to draw a line that will equally divide the sea off the two countries' coasts based on established international law. "Peru asks neither more nor less than the laws of the sea grant to all coastal states," he said.

Peru and Bolivia waged a joint war against Chile from 1879-1884 and lost badly, with Chile seizing a chunk of southern Peru as well as all of Bolivia's coastline. Chile has long held that all border questions were resolved by several 20th century treaties.

Chilean President Sebastian Pinera last week said the long-awaited case in The Hague boils down to defending "a cause that belongs to us all, such as defense of our oceans ... and our sovereignty."

Chilean representative Maria Teresa Infante Caffi told reporters outside the courtroom that her country's standpoint was not changed by Peru's arguments. "The central point for Chile is the existence and validity of the limits that were established through bilateral agreements between the two countries," she said.

Rulings by the world court are final and binding.
